Newgrounds is mostly ignoring any copyrighting rule but most people do want to get credited. If you use a character from an anime, you'll have to credit the maker of the anime and the anime itself. Else, you'd call it yours, which it isn't.
Just always credit people and if you're not sure, just contact a person for it. But then again, there have been many tankmen parodies, Pico-collabs and Madness movies... Just credit the rightfull maker and you should be fine.
